Governments Responsibility on the Environment Our modern days market system is has put so much attention on its profits that it seems to have forgotten its social responsibility. Because of the increased production by the different markets and their attempt to keep with the competition, the environment has been very much affected. There are many stories in the newspapers and the news about global warming and other environmental hazards which have been as a result of the increased market productions; a good example is the much talked BP oil spill in the deep waters. This not only a show that the market is not careful while producing but it also shows that it has no much concern on the environment. This is where the government should come in. It is thus true that the todays government has a role to play in regulating and managing the environment we live in because the market system tends to ignore the environmental fallouts that have resulted in global warming issues. This is because the environment is like a public good which might not belong top someone specifically but is consumed equally by everybody. Unless there is a strong unity within the firms, then the environment will continue to disintegrate each day because each firm will concentrate on maximizing profits at the expense of the environment leading even to more global warming. Kevin Michael Rudd, is the current prime minister in Australia. He is also a leader of his party. According to him, climate change is the greatest moral, economic and social challenge of our time.† His intention is cut emission of green house gases by 60% before the year 2050. he signed the Kyoto Protocol immediately after being sworn in as Prime Minister. In December of the year 2008, he released a paper, commonly known as a â€Å"White Paper† which talked a bout reducing Australias greenhouse gas emissions. The paper talked about putting up an emission trading scheme in the year 2010 but this has been delayed to be put up in the year 2011 probably because of the much criticism that it encountered. The emission trading scheme is also the Carbon Pollution Reduction Scheme and it estimated that the emission of green house gases would be less by a level between 5% and 15% in 2020 below the year 2000. Although Rudds government was not able to start an emission trading scheme as planned, it is trying to prove that it can meet its greenhouse gas reduction targets by rushing new energy efficient strategies. According to the Prime Minister, the government has made up its mind to extend the implementation of this scheme up to the year 2012. Despite of this delay, the Prime Minister insisted on the governments commitment to this scheme. He however brought an impression that if there was slowness in international action, the scheme could either be delayed further or even abandoned. His spokes person said that the government would make the emissions trading scheme part of the legislation by 2013 if the international action is sufficient by then. This matter has brought a lot of debate within the Australian government. There is a ministerial task group which will report in June on the options which include new industrial and building efficiency measures and an energy efficiency trading scheme. There are also fuel efficiency regulations and funding for clean coal and solar projects but these are likely to be pre-elections announcements to make it look as if the government is still much committed to dealing with climate change and is also able to meet the reduction aim that it has made an international pledge to. There are however fears that the fight against global warming will have an economic effect on many things. First, it is believe that it is likely that there will be more tax on everything. This will lead to increases in the price of meeting the countrys new policies on the environment. This is also considered that it could lead to the sending of a disastrous indication to the waving international climate talks. The country will have to pay a carbon price in order to meet its target. The public is not ready to pay more to deal with global warming. The concern of the public comes in because it is likely that when the carbon price is introduced to the market, it will be passed to the consumers through high prices for the products. Despite of this, the majority percentage of the entire population are willing to pay a higher price for power in order to achieve this. The high prices in products could lead to cost push inflation within the country. The government is also likely to spend a lot of money in implementing these policies. This is likely to have a negative effect on economic growth as the changes will bring with them high costs. The high costs will lead to a less production lowering the GDP. In terms of unemployment, it is true that it will rise as a way of saving on costs by the firms. All these parameters might only be affected in the short run but take a turn in the long term after the initial costs for the entire projects have been met. This means that a positive change is likely to be seen in the future after the implementation. What is important though is the fact that the emission of green house gases will go down leading to a cleaner and safer environment. The Discourse on Inequality by Jean-Jacques Rousseau Jean Jacques Rousseau though a philosopher in the eighteenth century sense, was not what would now be called a ‘philosopher.’ Nevertheless he had a great deal on influence on the philosophical workings of his time and indeed of every subsequent period that followed him. Not only this but also he exerted his influence in the fields of literature, politics etc. Irrespective of the credibility one attaches to him as a philosopher, one cannot over look his influence as a primary social force. Rousseau was a philosopher that appealed to one’s good sense, one’s heart and so for this purpose has been termed as a Romantic philosopher. Others have accredited him with producing facts and ideas that are entirely non-human but nonetheless have been derived from human emotions and other related aspects of an individual’s life. He has also given rise to a political philosophy of sorts, which is a far cry from the absolute monarchies that prevailed in that time. However experts point out that this philosophy is only a weak attempt at democracy and so has been termed as ‘pseudo-democratic’ by many of them. Those that consider themselves true reformers have been divided into two groups; one that follows the ideals of John Locke and the other that associates itself with the premises presented by Rousseau. Therefore it has been often suggested that Hitler is an outcome of Rousseau whereas Roosevelt and Churchill belong to Locke. Though his literary career started rather late and was full of eventualities, Rousseau’s second essay a â€Å"Discourse on Inequality† (1754) remains largely popular to this day. Considering that ninety-four percent of undergraduate students coming out of Kelley School of Business report a full time job or acceptance to graduate school within ninety days of graduation, I feel secure and confident that I will be a success in the workforce. There have been obstacles and challenges throughout my educational career. I am currently enduring challenges of meeting my college application deadlines and maintaining my school work. Sometimes I feel like giving up; however, being a student that falls in the seventy-fifth percentile in standardized test scores, it is crucial for me to do all the scholarship applications I can. While I was having the time of my life in this club, I noticed that membership, participation, and fundraising efforts were lacking. I decided to run for president in the 2013-2014 school year, with goals of increasing membership, improving communication, and conducting successful fund raising projects. My campaign was successful and I am now the FBLA president. I spent a great deal of time coming up with and executing various marketing strategies to make the name of FBLA better known all through the school, and even in the community. Our membership has increased by one-third. Our communication sources are much better; therefore, more members participate in our events. Primary School and Typical Young Kid Essay I can remember one event in my grade school days that I did not like. You could say it being one of my worst days of my life. I was in the fifth grade, in a school in Clovis, NM. This school believed in paddling if you got in trouble. The teacher I had, acted like he love to enforce this rule. He would tell us, every time we acted out, that he was going to paddle us as he waved his paddle in the air. We were told to do homework for the weekend and to bring it back on the next Monday. I didn’t want to do this long homework assignment, I wanted to go play with my friends and play video games. I was a typical young kid; I just wanted to have fun. That whole weekend I did not touch that assignment. I don’t even think I took my homework out from my backpack. The Moring of that Monday I completely forgot about my homework. When I got to school and sat down at my desk, the teacher asked â€Å"Who did their homework†? Most of the class raised their hands; I was not one of them. The teacher told for the ones that did not do their work have to stay in for recess and finish it. That just made me mad; I wasn’t allowed to go play with my friends. When recess time came and when my friends went out to play, I just stared out the window and refused to do my work. About the time recess was over and the class was coming in, the teacher walked in and told us to bring our work to his desk in front of the class. There was only two of use that gave him a blank assignment. He didn’t take that to well, as he grabbed both papers and directed us to follow him to the office. At the office he looked up for our parent’s numbers from the school records. When he called my step mom and told her what I did he asked if it was ok to discipline me, if he couldn’t do it than she was to come and do it herself. He hanged up the phone with only the word â€Å"Ok† and then he took both of us out in the hall and paddled us both with two swings each across our bottoms. I did not like that school day, I never saw that teacher the same way after that incident. It made me be aware of my actions. From that day I made sure I did all my work. I didn’t want to get paddle again. It was a very cruel way to punish but it was a very infected to make the kids listen.

Impact Of Globalization On Industrial Relations Globalisation is inevitable trend with the development of technologies in transportation, communication, and information etc. Globalisation has its impacts on many fields including politics, economics, and cultures around the world. With respect to impact on the economy, the impact of globalisation on the firms performance has been studied for a long time by scholars. Industrial relations are one important aspect in organization and it highly affects the performance of one firm. Thus, this essay takes a close look on what impact of globalisation will have on the industrial relations. Two countries which are classically represented by different market economy (USA: Liberal Market Economy; Japan: Coordinated Market Economy) are selected so as to analyse the impact of globalisation on their industrial relations in different variety of capitalism. Introduction Along with the globalisation especially in economy, it has led to new changes and features in global competitive environment, decentralisation of negotiation between labour and employers, more flexible wage system, labour allocation workshop organization and industrial relations in both developed and developing countries. Globalization has certainly influenced the industrial relations in developed countries with different types of market economy. With the deeper expansion of globalisation and enhancement of cross-border capital flows, traditional industrial relations systems in countries are facing great challenge. Whether the future development of industrial relations will have more similarities or differences between countries is always a hot topic focused by industrial relations scholars around the world. Globalisation has accelerated the interdependence in economy between countries and offered new possibilities for global economic growth. It is the progress of human society and inevitable results of world economic development. Meanwhile, globalisation is also one of the important features of the contemporary world economy. However, globalisation will have significant impact on industrial relations and unions in countries. In this essay, based on the USA and Japan experience in industrial relations after globalisation, it will provide an overall analysis of how the globalisation impacts the industrial relations in these two countries. Since USA and Japan are obviously featured with two different market economies, Liberal Market Economy and Co-ordinated Market Economy, it will have significant meaning in comparing and explaining the different impacts on these two countries industrial relations caused by globalisation. At the end of this essay, it will draw a proper conclusion based on the analyses in the previous parts. Globalization and industrial relations To begin with the analyses of the topic, there are two very important concepts which should be clearly explained, globalization and industrial relations. Globalization mainly refers to economic globalization, meaning the economic activities crossing the national borders, and forming an organic economic integrity worldwide through foreign trade, capital flows, technology transfer, provision of services, interdependent and interrelations (Greenaway, Gullstrand Kneller, 2008). Globalization has begun in 1980s; especially in 1990s its process was accelerated greatly. Globalization is good for the globally reasonable resources and production elements allocation, is beneficial for the flow of capital and products globally, technological expansion in the world, and helps to promote economic development in underdeveloped countries or regions. Industrial relations are also called employment relationship in some countries. Industrial relations are applied to denote the collective relationships between employers management and the employees (Colling Terry, 2010). The relations are established by the Labor Agreement or Group Agreement signed by both employer party and employee party. Industrial relations is called employment relationship, on the one hand, employee is hired by employer and gets salary from the employer, on the other hand, the owner or manager or representative of an organization who employees labors on behalf of the organization deals with the associated labor issues. The relation between them is so called employment relationship. Impact of globalisation on industrial relations in USA Under the globalization environment, Western developed countries such as United States of America has experienced new problems and very much challenge in its industrial relations. From historical perspective, industrial relations in USA were dominated by Labor Union and Political parties. Although historically two of the American political parties did not highly emphasize on the benefits of labor class, traditionally compared with Republican Party, Democratic Party treated Labor Union more friendlily not only from legislation view or national policies. Since the development of globalization especially in 1990s, the competition between enterprises is intensified, America was forming a situation where Labor Unions were weakened while Enterprise owners were strengthened. American Enterprises weakened the negotiation force of Labor Unions through various ways by introducing human resources management methods such as quality circle, objective management, group construction, professional p lanning etc. and subcontracting or outsourcing, non-labor unions in new enterprises or withdrawing labor unions in the existing enterprises. The result was directly leading to decrease in numbers and density of unions. The density of labor unions was reduced to 15.5% in 1990 from 23.5% in 1973 and until 1999; the density of labor unions was 13.4% (Blanchflower Bryson, 2011). Non-labor union in organization was popular and it resulted in dissatisfaction over the retirement pension, medical insurance, unemployment insurance etc. from labor force when comparing with the European labors. The difference in incomes between labors and employers has become the most important feature in American industrial relations. For instance, in 1965, the income of an American CEO was 25 times of the income of an ordinary worker, while 1n 2005, the figure was 265 times (Mishel, Bernstein Allegretto, 2005). From the market economy perspective, America is a typical country based on the Liberal Market Economy. According to Peter A. Hall and David Soskice, Liberal Market Economy (LME) is one of the major varieties of capitalism. America is a classic example of LME, and also this LME system is also applied by other developed countries in addition to USA. Under LMEs which are recognized as free market economies, firms resolve coordination problems mainly through hierarchies and market mechanisms. LMEs are featured with a relatively decentralized system of industrial relations (Hall Soskice, 2003). The employee relations under LMEs are short term, market relations between employee and employer. And the top management has unilateral control of the firm. Speaking to the industrial relations in LME, the relationship between employer organizations and unions is relatively weak, the wage setting is decentralized and employment is not secured. Due to the features of LMEs, there are many characteri stics in its industrial relations under the great pressure of globalization which has led to the competition more fierce for firms. In the first place, employees profession in American firms is not secured. American Labor force market applies free employment system. Once the economy of one firm declines, there will be a large number of employees to be laid off. The relationship between workers and the management level is conflicting, or to be said as the true sense of employed and employing. Therefore, American employees have the reasons to not be loyal to a firm and the conflict or relations between employers and employees are representing in strikes or layoffs forms. In America, capital is the determining factor for the production. Just as Karl Marx described it a hundred year ago, capitalists or their representatives employ labor force according to the market price and make every important decision solely based on their own interests (Commons, 2009). This principle has been fully reflected in American Liberal Market Economy. In the international capitalism market economy, according to Adam Smiths theory, the u ltimate goal of enterprises owners or managers is to pursue to maximize profits for the owners or shareholders, but less likely to attach importance or concerns to the welfare and wages of employees (Chiu, 2009). Secondly, globalization has led to more flexible and polarization in labor force market. In the process of globalization, labor market in America has a tendency of non-management and government loosens even removes the control of the labor market. Non-regulatory employment such as part-time workers, temporary workers, home workers with low wages are rapidly increasing. This change in industrial relations in USA has intensified the conflicts between capitalists and labor. In addition, with the day by day decreasing in Labor Unions power, labor in America feels extremely unprotected. And the labor bargaining power also decreases in this way. Therefore, in USA, every employee will have to take more serious attitude toward the labor contract than in other countries and every detail things relevant will be clearly stated in the contract. Thirdly, globalization leads to the diversity in managing the labor force in firms. Due to the globalization of sharing resources, technologies, even labor resources worldwide, multinational enterprises are increasingly developed and established branches in different courtiers and regions around the world. All of these MNEs have to face its diversity in managing labor in different cultural contexts. Globalization makes the labor force to transfer internationally more and more frequently with larger and larger scale. Globalization enables people from different countries with different cultures to work in an organization. In this way, the industrial relations will have to change to adopt the local regulations or environments. Impact of globalisation on industrial relations in Japan Like Germany, Japan is also a Coordinated Market Economy (CME). CME represents another kind of varieties of capitalism and it resolves coordination problems not only through hierarchies and markets but also through formal non-market institutions in firms (Hall Soskice, 2003). CMEs have the employee relations long term, formalised participation, consensus decision-making with the management. The industrial relations under CMEs are trade unions and employers organized, industry wide collective bargaining and pay determination, employment relatively secured. Under globalisation, the features of industrial relations in Japanese firms will be analysed from the following aspects. Firstly, compared with America, employment system in Japan is characterized by corporate life time employment and trade unions belong to firms. Life time employment provides with high degree of employment security on the one hand, but on the other hand, it restricts labour mobility. Under this employment system, large Japanese Corporations actually offer the complete profession security for their â€Å"core† workers. Correspondingly, in Japanese firms, lifelong services for a company will progressively be promoted; however, the opportunity of getting promotion through â€Å"job-hopping† is very tiny. Due to job security, employees are very loyal to the firms. Employees loyalty to firms is good for establishing inter-cooperation industrial relations. Or to be specific, it is good for establishing a good relationship between owners, managers, shareholders and employees. Under CMEs, in Japanese firms, employees negotiate with the management together, and employees are high ly involved in the decisions making in plants and workshops. Technical training and improvement are the important components in Japanese industrial activity. Firms in Japan will be less likely to conduct layoff unless the company is about to go bankruptcy. This harmonious employee-manager relationship and high sense of objective recognition are the secrets of rapid increase in labour productivity in Japan. Comparing to capital determining production in USA, labour is the determining factor in Japan. It is obvious that Japanese individual names are less likely to be seen in the global billionaires, however, world large companies in various industries are many Japanese companies. Japan economy is not dominated by capital owners but controlled by a group of managers and core workers. In Japan, 90% of people consider themselves as middle class. With regard to the salary difference, the difference in Japan is far better than America. Japanese corporations and government respect a relativ ely equal salary system which is similar to the traditional socialist ideology. In Japan, difference in salary between an ordinary worker and the top CEO is far much less than those in USA. Therefore, due to small salary difference, it is natural that workers can unite with the management level. Secondly, collective bargaining is a main and important way to deal with industrial relations in Japan previously. Collective bargaining is the process in which employers and employees are bargaining their own interests. Employee bargaining power in Japan is better than in USA before, but now under the globalisation trend, the collective bargaining power is becoming less relevant and companies gain greater discretion in wage setting across a number of areas. Unions in Japan are also confronted with declined bargaining power and influence. As the involvement of employees and unions in enterprise governance varies considerably between countries, Japan has to find a way to properly maintain this relationship. However, it can not be said that unions are not making efforts in maintaining the industrial relations, the unions are still functioning in maintaining the relationship between employer and employees in Japan. Japanese firms also emphasize the consultation between employers and the workers. Under the globalisation trend, there are many unknown competition forces coming from the markets, industrial relations is extremely emphasized by Japanese firms as a sustainable resources to be competitive in the global market. Thirdly, with the development of globalisation, international cooperation is urgently in need. Many Japanese companies started to establish sub-companies in overseas markets, and sell their products in foreign marketplaces. Globalisation accelerates the changing structure industrial relations in foreign markets. Under CME, Japan has maintained its type of industrial relations in domestic firms very well and very mature; however, whenever speaking to managing the workforce in other countries such as in China, the firms have to design industrial relations which are suitable for the local cultural context. So when Japanese firms operate factories in China, they have to combine the Asian Market Economy to design new industrial relations. Under such circumstance, industrial relations in Japanese firms will experience great challenge to change the traditional model of employment practices. Conclusion In conclusion, this essay interprets the concept of globalisation, industrial relations as well as two models of â€Å"varieties of capitalism† which are liberal market system and coordinated market system represented typically by USA and Japan. Further with the studies of globalisations impact on industrial relations in the liberal market economy of USA and in coordinated market economy of Japan with application of the Variety of Capitalism approach, it has analysed several impacts of globalisation on industrial relations in these two countries found. Both America and Japan have followed the previous industrial relations characterised by their liberal market economy and coordinated market economy. The industrial relations under these two different market economy systems are different a lot in terms of the employment period, job security, unions relationship and so on. Both of these two countries have encountered new challenges in their industrial relations under the globalisa tion environment as it requires the firms to operate in global different culture contexts. As the industrial relations can be a very important factor to influence the companys productivity, firms have to deal with the industrial relations within the organizations properly so as to be more competitiveness in the global market.

The Defeat of Many by One Essay -- Moor Last Sigh Essays

The Defeat of Many by One In The Moor’s Last Sigh, Salman Rushdie uses the complex and changing character of the Moor to represent a complex and changing image of India. By making the eclectic family history of the Da-Gama Zogoiby family the central theme in the first two parts of the novel, Rushdie portrays India as a culturally and religiously pluralistic society. This pluralistic society is layered by violence caused by the corruption of multiplicity by various characters and the threat of Hindu fundamentalism. As pluralism is defeated by fascism in Part Three of the novel, the nature of the violence changes drastically and is symbolized by the Moor’s significant character change: â€Å"The Moor whose tragedy-the tragedy of multiplicity destroyed by singularity, the defeat of Many by One-had been the sequences united principle† (Rushdie 408). The defeat of pluralism is not only the uniting principle in Aurora’s sequence of paintings, but also in Rushdie’s The Moorâ€℠¢s Last Sigh. Rushdie’s vision of India is essentially the battle between multiplicity and singularity and the consequential violence that has plagued India’s history. In the first two parts of the novel, Rushdie portrays the positive aspects of pluralism through the story of the Da-Gama Zogoiby family. The Moor’s grandfather, Camoens describes an ideal pluralistic world: A free country Belle, above religion because secular, above class because socialist, above caste because enlightened, above hatred because loving, above vengeance because forgiving, above tribe because unifying, above language because many tongued, above colour because multi-coloured, above poverty because ... ...lent singular vision, he ends rather optimistically. The Moor, at the end of his story and at the end of an explosion of violence lays his head down in hope for a better time. In the distance he sees the Alhambra, the Moors’ â€Å"triumphant masterpiece and their last redoubt† (Rushdie 433). Rushdie uses this beautiful metaphor of the Alhambra, â€Å"that monument of lost possibility that nevertheless has gone on standing† to convey the message that pluralism still has a fighting chance in India. (Rushdie 433) Rushdie suggests that just like the Moorish masterpiece withstood a fierce oppositional force and the test of time, so will India and its uniquely resilient and diverse society. National Social Issue: Drugs and substance

The problem of drug and alcohol abuse among youngsters has become a social and concern of national importance that merits closer attention and demands significant thrust and efforts by parents, teachers and government. This problem of drug and alcohol abuse takes especially severe implications in case of youngsters due to their greater vulnerability in becoming confirmed addicts of these substances ( Langfield, MacIntyre and Turner, 2006). Statistics from Office of national drug control policy point out that over half the students in USA over half the students in USA try out at least one illegal drug before passing out high school, and around two third of them have at least drunk once (Fact Sheets). It’s also reported that use of illicit drugs and alcohol among American youngsters is highest in the industrialized world (Haier, Maddi and Wadhwa, 1996). Causes of substance abuse Adolescents turn towards drugs and alcohol due to a number of reasons that include disturbed family background, history of substance abuse in the family, pressures from peers and friends, as a reflection of prevailing social trends and some times just for experimentation purpose (Prichard and Payne, 2005). Their peers or friends, public trends, and general acceptance of limited drug use that is considered social and normal initiate a large number of teenagers to substance abuse. Youngsters are indeed under great pressure to use drugs due to pressure from their immediate social interaction, and because drug use is seen as sign of growing up. In this regard, reports and surveys have strongly indicated that once youngsters understand the dangers associated with drug abuse, there is a significant reduction in drug abuse among them. Many youngsters turn to drug abuse feeling they are invincible before drugs and thereby get entrapped in the vicious circles of alcohol and drug addiction (Prichard and Payne, 2005). Generally youngsters are initiated in the drug cycle with a relatively less dangerous but highly addictive drug marijuana. Later on they are motivated to use more dangerous and potentially life threatening drugs such as crack, cocaine, and heroine, making them completely depended on drug. Increasing instances of substance abuse also finds hand of organized drug mafia whose business depends on increasing the size of their spread by popularizing the concept that drug use is common and therefore acceptable (Cherry, Dillon and Rugh, 2002).. Effect of Substance Abuse Dependence upon drugs abuse creates a whole set of medical, social, and psychological problems for the youngsters that adversely affect their normal development and growth path while creating an equally traumatic experience for their parents and peers. The persistent use of drugs and alcohol cause depression, moods swings, sudden volatile behavior, seizures, lack in concentration, lack in coordinated speech and behavior, stupor and increased suicidal tendency in the adolescents (Prichard and Payne, 2005). Other problems related to drug and alcohol abuse are disrupted family life, self isolation and seclusion, disruption in functioning of central nervous system, and renal and hepatic failures (Haier, Maddi and Wadhwa, 1996).   Heavy drug abuse leads to permanent damage to brain tissues, cause lasting depression, irritability, mood swings, inability to take decisions, reduction in cognitive and intellectual abilities, isolation from family and friends, increase in suicidal tendency, coma and even death. Remedy of substance use The problems related to drugs and alcohols are systematic, long term and need consistent monitoring, support and treatment, something that is only possible in the family setup (Langfield, MacIntyre and Turner, 2006). Individual treatment is seldom effective as its effects are short termed and in the absence of any preventive motivation and check adolescents tend to fall back to the use of drugs and alcohol.   Therefore the problem requires a systematic, comprehensive and all out approach to attack its foundation. The government, in coordination of society needs to evolve policies and programs that prevent youngsters from being initiated into the drug use (Rivers and Shore,1997). An important step in this effort is to identify the youngsters who have already used/abused drug once and ensuring that they are not led to further abuse of drugs and/or alcohol. In this regard, federal student drug testing program is a major initiative that aims to make students aware of their own drug abusing habits without exposing them or embarrassing them before their friends and family members (Rivers and Shore,1997). The mission should also aim to spread awareness against performance enhancement drugs in sports academies and sporting teams, as these drugs encourage students to take illegal drugs at later stages. This priority should also focus on making younger people aware of better health options, educating them on full range of dangers associated with drug abuse, the permanent debilitating effect of drugs like cocaine, marijuana and heroine on their family relation, health, career and entire life (Haier, Maddi and Wadhwa, 1996). The program must aims at launching a comprehensive media program to educate youngsters on all the aspects of drug abuse. It also includes the intention to induce help from families, schools, sports coaches, teachers and community leaders in to reinforce the message that drug use is extremely harmful, dangerous and leads to irreparable loss (Cherry, Dillon and Rugh, 2002). The substance abuses prevention policy should further aims to use public health infrastructure to intervene in the initial period of drug abuse. An integrated aspect is to use medical institutions as a screening procedure and providing treatment to every one, whether they can afford institutional treatment or not. The program should also includes patients risk assessment by physicians to estimate their potential of drug abuse (Haier, Maddi and Wadhwa, 1996). The final priority in program should be concerned with attacking the well structured and deeply rooted drug trade by targeting foundation of drug business, such as agricultural production of many drugs, their transportation and distribution network, its organizational and hierarchical system and its transportation system (Cherry, Dillon and Rugh, 2002). This strategy promises impressive results with certain elimination of major drug cartels, elimination of cocaine trade and make significant progress in bringing down the size of organized drug market. In this regard United Sates is committed to closely interact with international community to share information and collectively act against the drug trade. Many officials are motivated to participate in corrupt behavior because of the inherently selfish desire to have an unfair advantage over their peers. Through bribery, extortion, embezzlement, nepotism and other means, corruption can help dishonest people get ahead while the public pays the price. A corrupted politician may seek to sway a person’s opinions, actions, or decisions, reduce fees collected, speed up government grants, or change outcomes of legal processes. Through corruption, people seeking an unfair advantage may pay courts to vote in their favor or, as with police, customs units, and tax collectors, to disregard a penalty. Bribery may be paid to allow for otherwise unacceptable building and zoning permits, to sway school exam results or allow acceptance by an unqualified student into a school system. People in the private sector may pay off politicians so that they dismiss rules and regulations to protect employees in the workforce. Corruption motivated by an   unfair advantage may also occur in immigration, passport and visa offices in which unqualified individuals may be allowed an unfair advantage to obtain these important documents, at the expense of others. In order to obtain an unfair advantage, governments and government officials may apply any number of methods to abuse their power over the citizens. First, a politician may apply diplomatic, political, or financial pressure, for example trade embargoes. However such pressures may also work to effectively bully vulnerable citizens. Also, many countries are the recipients of development aid, which might cause politicians who seek an unfair advantage to earmark this funding towards their particular cause. The threat of reduced foreign aid, defense ties, arm deals, and gifts may help politicians to obtain an unfair advantage through corruption. Lack of Punitive Measures Thomas Hobbes, the great political philosopher, once said, â€Å"A man’s conscience and his judgment is the same thing; and as the judgment, so also the conscience, may be erroneous.† This idea that individuals cannot always rely on a working inner moral compass alone to guide them to virtue is at the heart of the next motivating factor for participating in corrupt behavior. When the legal agencies do not impose sanctions on parliamentarians and other government officials who have violated their public duties there is a lack of punitive measure for corrupt behavior. This is the case, for example when judges are in the pay of the ruling party or there are too few police officers to enforce the law. When there are not punitive measures to assure transparency, monitoring, and accountability through a working justice system, some people will participate in corrupt behavior simply because they can get away with it. Politicians and other individuals require a legal, monitoring system to assure that corruption will not occur in the planning and execution of public sector budgets. Social and internal control mechanisms are required for civil society and autonomous state auditing agencies. Without them or with only weak enforcement measures, people in power are more   likely to embezzle money from the national budget, sway votes or participate in other actions that will result in personal gain at the public’s expense. Lack of Transparency Transparency describes when there is free access by citizens to public information. When the rules, procedures, and objectives of the government are not available to the public, there is not budgetary and administrative oversight to balance the power of government officials, transparency is lacking and corruption can be bred. Without oversight and transparency of budget and rules, national resources may be plundered and power may be abused in favor of the corrupt official only. Further, when there are not public sector mechanisms that channel social preferences and specific complaints of the population to the agencies involved in those complaints, people of power will not serve their purpose of representing the populace, but have free reign to do as they please in the public sector. Lack of transparency creates opportunities for public officials to abuse their office for private gain. This closely relates to accountability, and weak accountability mechanisms tend to facilitate corruption. Where there is a lack of transparency and accountability corruption will flourish. Once corrupt bureaucrats realize that they can take advantage of regulations, they will produce more regulations and run the risk of becoming less transparent. Poor Incentive Structures Bad incentives, such as clerks not earning a living wage or not having job security might also encourage corrupt behavior such as supplementing income with bribes. Some people who do not have an incentive to perform their official duties, but actually pay for their jobs with the understanding that they will make money through bribes. A lack of incentive also results when positions of power are granted as a result of favoritism and nepotism (See unit 1). Making people resist hard work. Incentives also come into the picture when salaries are so low that people cannot meet the basic living standards for food  and housing. As a result, people will often  take other jobs that cause absenteeism of  public officials, and often increase the  demand by government officials for bribes  and other paybacks in order to supply the  public  services. Problems with the law: Lawless and Over Regulated Governments Corruption can also be caused when there is excessive control and a sort of monopoly of power. In these circumstances, there again is not a level playing field, and decisions will always be made at the advantage of the group or person who dominates political control. As a result, ordinary citizen rights are lost and public resources are often plundered for the personal gain of the public officials. Poverty or scarcity of goods may also push people to live outside the law. Finally, corruption occurs when government officials resist government policies and programs. Introducing policies that allow for greater oversight would help to assure that power were balanced and no one person would be making all of the political decisions. When politicians resist this change they prevent political and cultural progress for their country, prohibit civic interests from being met, and allow the pattern of corruption to flourish. Dysfunctional Systems as a Cause for Corruption Instability in government may also catapult a nation and its leaders towards corruption. Among them, war, ethnic or religious conflict, economic hardship, and social inequalities may instigate corruption. Any circumstance that threatens a nation or its people either through identity or establishment may diminish the good governance practices of a nation. Even in less difficult times, the institutions and policies of government may undermine how well the government carries out its work. When institutions and policies are weak, individuals tend to take advantage of them. Therefore, poor governments are a product of sick institutions, or institutions that function poorly because of inadequate resources or bad  policies and procedures. As stated earlier, good governance refers to the provision of services that are responsive to citizen needs. When government services are not provided to citizens, either because they were deemed unnecessary, services providers demanded bribes or were lazy, or the services are provided in theory but are not readily available in practice without a bribe, people will aim to have their needs met illegally or unofficially. Likewise, when financial systems are outdated, they are more corruptible. System-Wide Allowances for Corrupt Behavior: Government may allow system wide corruption to spread by not institutionalizing and enforcing prevention mechanisms. For example: Overly complex procedures for obtaining public services allow government to covet the services to only the well-informed or well-connected elite, and not allowing the system to work for the poor. Lack of internal systems to assure relative transparency, monitoring and accountability in the design and execution of public policies. Lack of social control mechanisms aimed at preventing grand corruption schemes usually seen when the state’s policies are captured by vested interests. Lack of employee participation in and knowledge of the public institution’s decisionmaking criteria. Absence of results based management in public service delivery. An ineffective judicial sector (police, prosecutors, officers, and the judiciary.) Conclusion Problems in governance occur when a government is not only corrupt, but also when it is inefficient, unresponsive, or secretive. Essentially, when a government is ineffectual, it is considered to be corrupt. As this unit explained, corruption is fundamentally caused by low wages, poor incentive structures and inefficient systems. In addition, it is also caused by the desire for an unfair advantage, and the knowledge that one will not be caught or punished for corrupt behavior. Corruption is not just about ethics. It is also about how the government is set up and managed. Parliament and parliamentarians improve the way government works so that corrupt behavior is punishable and opportunities for corruption are limited through the laws. In order to fully rectify corruption in a society, it must first be thoroughly diagnosed. Unit three shows methods for diagnosing, measuring, and interpreting data on corruption. As the units thereafter will explain, this step will help to make focused and measurable changes and improvements to corruption when those mechanisms are enacted.
